Cluster Hospital concept aims to improve quality and safety of clinical service delivery with minimal cost implication by reducing wastage and optimising the existing resources in district and specialist hospitals. It also serves as a platform for MOH Hospitals to work together more cohesively, to share resources amongst them, as well as enable a much more strategic and holistic planning, development and integrated clinical service delivery.

Action Research on the other hand, is an important initiative led by the Institute for Health Managament (IHM). This research were done concurrently at these cluster hospital sites to track and document the success or failure of change strategies instituted at each site; in which the pilot Clusters were implemented in 2014. Many positive and constructive feedback has helped to introduce improvement in clinical service delivery.

With this evidence-based policy making and evidence-based operationalisation of the said policy, starting from 2016 MOH had rolled-out at a rate of minimum 3 Cluster Hospitals implemented each year. At the moment, there are 13 Cluster Hospitals that had been successfully implemented involving 46 hospitals in 11 states.

Selangor Zone Central Cluster Hospital

Selangor Zone Central Cluster Hospital was launched by Yg y.BHG Dato ' Dr. Hj Azman bin Hj Abu Bakar, Director of medical development, Ministry of health Malaysia on 29 August 2017. This cluster includes Hospital Tengku Ampuan Rahimah, Klang, Hospital Shah Alam and Hospital Banting.
